Is it possible to slow down the drain flow rate on a clothes washer ?
Water backs up into the kitchen sink when clothes washer drains. The drain lines in the house are 1 1/4 inch (too small).

no. However the drain from the washer is small too although under pressure. I would look at cleaning the pipes from the sink before trying to jerry rig the washer.

Of course you can Restrict the drain line but then you would be putting extra strain on the pump. If it is not running over, making a mess on the floor just be patient, when the pump stops the water will drain out of the sink.

You probably have a partial blockage in the line lower than the kitchen sink. You can try any of the standard methods of clearing the line, probably the best would be to rent a plumbing snake and run it down the drain from the kitchen sink and down the clothes washer drain.
